"Persistent organic pollutants: problems of handling, inventory and disposal". The 3rd All-Russian Conference on POPs was organized by NIOH SB RAS.
From October 23 to 27, the 3rd All-Russian (with international participation) conference "Persistent Organic Pollutants: problems of handling, inventory and disposal" was held at NIOH SB RAS. The event was organized by The Stockholm Convention Regional Centre for Capacity-building and the Transfer of Technology in the Russian Federation.
For two years in a row, the conference was held only in an online format, and for the first time, participants had the opportunity to come to the Institute and attend the meetings in person, while the other part participated in the event online.
During the first days of work, a master class on sample preparation and analysis of persistent organic pollutants in environmental objects was organized. Specialists of analytical centers of Belarus, Kazakhstan and Russia were able to get acquainted with the instrument park of the Accredited Analytical Center of the Research Institute of the Siberian Branch of the Russian Academy of Sciences, study the features of working on modern equipment, discuss the features of experimental techniques and possible difficulties during experiments.
The second part of the conference consisted of reports by representatives of state authorities, leading specialists of scientific organizations and regulatory authorities in the field of chemical and environmental safety. Deputy head of Rosprirodnadzor Tatiana Kuznetsova, Chairman of the SB RAS academician Valentine Parmon, Head of the Center for laboratory analysis and technical measurements in the Siberian Federal District Konstantine Vince made a welcoming speech.
During the Conference, the results of the conference of the parties to the Basel, Rotterdam and Stockholm conventions, held in May 2023 in Geneva, were actively discussed, at which decisions were made to include organic molecules that have a negative impact on the environment in the list of substances that are subject to special control in production, application and disposal (methoxychlor, dechlorane plus and UV-328), as well as the results of the meeting of the Stockholm Convention Persistent Organic Pollutants Review Committee, held in Rome in early October 2023, which reviewed perfluorocarboxylic acids, chlorpyrifos, and assessed the risks associated with persistence, bioaccumulation and long-range transport of these substances in the environment, and candidates for Appendix A were considered for exclusion.
Participants reviewed government decisions in the field of handling persistent organic pollutants (Law on Extended Producer Responsibility, Law on the Creation of a Federal State Information System for the State of the Environment, Law “On Amendments to Certain Legislative Acts of the Russian Federation” relating to the inventory and accounting of objects of accumulated environmental damage environment, as well as the elimination of such harm, changes in legislation regulating the management of industrial and consumer waste, including waste of hazard classes I and II), issues of analysis of persistent organic substances, interaction of scientific groups to study the properties and content of microplastics, as environmental pollutant.
As a result of the conference, a resolution was adopted, the provisions of which the leadership of the Regional Center of the Russian Federation under the Stockholm Convention will send to interested government agencies.
